Terms and Conditions for Membership in the Rajya Vidyut Parishad Junior Engineers Organization, Uttar Pradesh

Location: The organization's operational area will be throughout Uttar Pradesh, with its main headquarters located in Lucknow.

Objectives:
  • To present the actual challenges faced by the members of the organization (junior engineers and assistant engineers) to the administration.
  • To provide opportunities for members to engage in discussions and deliberations on technical subjects and issues concerning the welfare and development of their respective categories at least once a year.
  • To provide resources for professional competence, scientific, and engineering knowledge enhancement.
  • To promote unity, goodwill, and cooperation among junior engineers (assistant engineers) actively working in the energy sector in Uttar Pradesh, as well as among employees in general.
  • To utilize temporary assistance facilities for the fulfilment of one or more of the above objectives.
  • To develop a sense of responsibility towards the deceased and financially distressed families of the organization's members.
  • To publish suitable letters, newsletters, notices, and articles presenting the problems and technical abilities of the members.
  • To implement other relevant programs deemed appropriate by the regional executive committee for the fulfilment of the above objectives.

Title-2: Membership Fee

(a) Competent and retired Junior Engineers and other positions in the entire energy sector of Uttar Pradesh, who are currently or have been working, will be able to become members of the organization by paying a registration fee of Rs. 100/- (one hundred rupees only) and annual fees.

(b) All permanent and temporary Junior Engineers and Officers (retired and promoted included), who are working or have worked in the energy sector of Uttar Pradesh, can become lifelong members by paying a fee of 10 years.

(c) Every interested and eligible individual will submit the filled-in entry form as per Annexure "A" and submit it to the Central Secretary proposed by a member.

: Each authorized member can participate in and discuss at the General Assembly (Council).

Title-3: Fund

(a) Each member will pay an annual fee of Rs. 1000/- (one thousand rupees only).

(b) The lifelong membership fee will be Rs. 10,000/- (ten thousand rupees only), which shall be payable in a single installment or in a maximum of three installments within the same year.

  • The annual fee will be payable in January of each year or within two months of appointment.
  • There will be a designated fund of the organization in which the tenth part of the received annual fee and all the amounts of lifelong fee will be deposited every year.
  • With the permission of the Central President to strengthen the organization further, competent officials/workers of the organization can collect funds in the form of donation.
  • Each amount received will be acknowledged and a numbered receipt will be issued from the headquarters. No branch will have the authority to print receipts. All receipts will be distributed by the central office.
  • The transactions of the fund will be conducted by opening an account in the approved bank account of the Central Management Committee in the headquarters and branches. The management and maintenance of the fund will be carried out strictly in accordance with the approved and applicable accounting rules by the General Assembly (Council) of the organization.
  • Title-4: Administration
  • In addition to the above, the headquarters at Lucknow shall consist of members working under the approval of the Central Secretary, appointed by the President, including the Vice-President (one), Deputy Secretary (one), Organization Secretary (one), Publicity Secretary (one), Assistant Finance Secretary (one), in addition to the minimum of the Central President and Central Secretary, the regional Presidents/Secretaries of corporations/corporations/regions and the chairpersons and secretaries of all examination areas and regions/projects, and five appointed members, the guardians of the organization, central election officers, all former central presidents and central secretaries, and specially invited members shall participate in the Executive Committee meeting. However, the guardians and specially invited members shall not cast votes. Council:-

    The Council (General Assembly) shall be constituted proportionally according to the authorized representatives elected by the organization's official.

    The election of Council delegates shall be conducted along with the branch office bearers' elections annually in the districts/project branches, a month prior to the organization's annual convention ("Council's dow"), the number of which shall be one-fifth (1/5) of the total authorized members of the branch (with the provision that one representative may be elected for every three to four members, and all active sections of the branch shall be represented) and thus elected members and representatives shall provide their full details including lifelong/annual membership numbers to the Central Secretary at least one week before the main conference date. The list of representatives must include the president and secretary of the district branch.

    (3) The authorized number of district "TAT" "ATS" members is AH? Therefore, the total number of representatives - 21

    (a) Since the total number of authorized members in the "Obra" project branch is 424, the total number of representatives is 85. Therefore, the elected representatives will be 85, including district/project branch office bearers and officers working in any district branch corporation/regional committee who are elected representatives of the Central Executive Committee (in addition to the corporation/regional president/secretary) and appointed members elected at the central level.

    (b) In the "Bareilly" district branch, the total number of authorized members is 56, hence the total representatives are 11, including 5 active district branch officers and officers of regional committees in the district branch, thus, the desired elected representatives will be 6.

    : The term of office for each delegate shall be one year, and they shall be capable of attending all meetings of the General Assembly during that year, including emergency meetings.

    : Only the delegates shall have the right to propose motions, run for elections of motions and central officers, submit nomination papers, and vote. The authorized members of the organization may attend meetings of the General Assembly, participate in discussions, but shall not vote on motions/representatives.

    : Each delegate shall have the right to cast one vote. The presiding officer shall not cast a deciding vote. However, in the event of an equal vote between the two sides, the presiding officer shall have the right to cast one decisive vote.

    : Generally, the Council meeting shall be held once a year, and the conference and date shall be decided by the Central Executive Committee. In special circumstances, with the permission of the Chairman of the Executive Committee, a convenient place may be called for a Council meeting at any time.

    : A one-month notice shall be necessary for the Council meeting or the General Assembly.

    : A notice of 15 days must be given for an emergency meeting.

    : The quorum for an emergency meeting shall be 200 representatives and for annual and regular meetings, it shall be 400 or a fifth of the representatives, whichever is lower.

    The Council shall perform the following tasks at the annual convention:-

    (a) Deliberation on organizational issues, consideration of proposals received from representatives/branches, decision on changes in rules and resolution of service issues, preparation of demands, etc.

    (b) Conducting elections of central executive committee officers for the coming year in accordance with Appendix 'a' of the constitution (election rules).

    (c) Providing approval for the income-expenditure account of the current year and preparing the income-expenditure account for the coming year.

    Making appropriate amendments to the organization's working methods if necessary.

    : If the Council rejects a proposal by a majority vote, the proposal can be reconsidered before the Council after two months.

    : Central Executive Committee:-

    A Central Executive Committee shall be constituted comprising the following elected officers and nominated/appointed officers/members, in addition to the President and Secretary of the Central Executive Committee: -

    The Central Executive Committee will comprise the following positions: President (1), Vice-President (1), Vice-Secretary (1), Organization Secretary (1), Assistant Publicity Secretary (1), Assistant Editor (1), in addition to the retiring Central President and Central Secretary, as well as the Presidents and Secretaries of regional branches and projects, and appointed 5 members/guardians of the organization. The Central Election Officer, all former Central Presidents and Central Secretaries, and specially invited members shall attend the Executive Committee meetings but shall not have voting rights.

    Generally, the Central Executive Committee will hold its meetings once every two months at the headquarters in Lucknow. The Central Executive Committee will analyze the organization's activities, successes and failures, and financial status during these meetings and decide on future actions accordingly.

    In exceptional circumstances, the Central Executive Committee will have the authority to make urgent decisions concerning the organization. However, obtaining approval from the Executive Committee within the next month is mandatory for such decisions.

    The Central President or Central Vice-President may convene a regular meeting with at least 10 days' notice and an emergency meeting with at least 5 days' notice.

    The Central Executive Committee will consist of the following members: (a) All officers and members (with alternate members) of the Central Executive Committee as specified in section 15. (b) The Chairperson/Vice-Chairperson and Secretary of the organization's Welfare Committee. (c) Presidents and Secretaries of district and block project branches or other authorized officers of the respective block branches. (d) For regional project branches with more than 100 members, one additional appointed member for every 50 members above 100, appointed by the Central President upon recommendation of the respective branch. (e) For district branches with more than 200 members, one additional appointed member for every 100 members above 200, appointed by the Central President upon recommendation of the respective branch.

    The quorum for a regular committee meeting shall be one-fifth of the total number of members, and for an emergency meeting, it shall be one-tenth.

    In the absence of the Central President, Central Senior Vice-President, Central Vice-President, or Central Auditor, the Chairperson will be taken by the next person in line.

    The regular committee meeting can be called at least three times a year with 15 days' notice, and an emergency meeting can be called with 5 days' notice.

    The Committee will have the full authority to prepare petitions from any organization in the state, make decisions on various issues, seek suggestions, and present them to the members before making final decisions.

    The Committee will have the right to work in the interest of the members by collaborating with organizations within the state.

    The Committee shall have the right to form a "Sub-Committee" from among its members to perform specific tasks. A "Building Committee" will be formed to obtain orders from the government for the protection, maintenance, and necessary expansion of organization buildings, cooperation centers, and other establishments.

    The Central Executive Committee may invite a suitable, knowledgeable, and reputable individual to accept the position of "Guardian" of the organization, with a maximum of two such individuals. Selection of such qualified individuals shall be made from among the organization's members or from outside sources, as deemed appropriate. They will primarily advise the Executive Committee during serious situations and lead the representative body of the organization upon request.

    Membership in the Rajya Vidyut Parishad Junior Engineer Sangathan shall be deemed to terminate under the following circumstances:

    (a) Upon submission of a resignation letter. (b) Upon demise. (c) Failure to pay the annual fee for the respective year. (d) Upon being convicted in a wR offense. (e) Upon engaging in activities against the organization, expulsion by the committee in a meeting called for this purpose, attended by at least 3/4 of the members.

    Title: Re-Membership

    In case someone's membership is terminated, it can be reinstated upon approval from two authorized officials of the organization. (a) Reinstatement of membership upon payment of all outstanding dues.

    (b) Request for reinstating suspended membership for any other reason will be considered only by the executive committee.

    Conducting actions against the interests of the organization by an officer or violating the provisions of the constitution may result in disciplinary action taken against them in the following manner:

    (a) The Central President or with mutual consent, the Central Secretary may issue warnings, present charges, and/or initiate actions against any officer, executive committee members, or ordinary members. Such actions must be submitted for approval by the Central Executive Committee within one month.

    (b) The Central Executive Committee of the organization will have the authority to issue warnings, present charges, suspend, dismiss, or expel any officer, member, or ordinary member at any level, with a two-thirds majority vote including the Central Secretary.

    (c) A vote of no confidence against Central Executive Committee members (Corporation/District/Regional, including President/Secretary) can only be held by the Central Executive Committee. If a proposal of no confidence against IE members related to the Corporation/District/Regional Project is sent to the Central Secretary and is supported by 1/5 of the total number of IE members associated with the relevant Corporation/District/Regional Project, the Central will consider placing it for discussion in the Central Executive Committee.

    Consitution of Rajya Vidyut Parishad Junior Engineers Sangathan

    Family Welfare Scheme (Parivar Kalyan Yojna)The Rajya Vidyut Parishad Junior Engineers Sangathan, Uttar Pradesh

    Organization's Objectives:

    a) To provide assistance to the family and dependents of the deceased member prior to retirement.

    b) To provide assistance to the members of the retirement plan and their dependents in case of permanent disability during the service period.

    c) To accumulate funds for fulfilling the welfare objectives of serving or retired members of the retirement plan.

    d) To determine membership fees, formulate plans, and collect grants for the fulfillment of the stated objectives.

    Membership of the Organization: Junior Engineers and Assistant Engineers working in various energy sectors of the state of Uttar Pradesh can become members of this scheme under the following conditions:

    • Membership in this scheme is completed in 5 phases.

    • A deposit of 2050/- rupees is required in each phase, i.e., a total of 2050×5=10250/- rupees will be deposited in 5 phases.

    • Only one-time deposit of 10250/- rupees during the entire service period entitles the member to insurance cover until retirement.

    Membership in the Family Welfare Scheme is mandatory for becoming an official member of the Rajya Vidyut Parishad Junior Engineers Organization, Uttar Pradesh.

    Interested individuals must become members of the scheme within three years of their regular appointment to the position of Junior Engineer. The scheme's membership will be effective one year after becoming a member, but in the event of the member's sudden demise or complete disability, membership in the scheme will become effective immediately.

    A lump sum membership fee must be deposited for each phase.

    Membership will be considered effective from the date the full amount of the membership fee is transferred to the Secretary (in cash or by bank draft).

    The amount of reimbursement per phase will be Rs. 40,000/-, and the total reimbursement against all five phases will be Rs. 2,00,000/-.

    This scheme is similar to life insurance. If any member dies during the service period, the organization pays a support amount to their nominee according to 40000/- rupees for each phase.

    Meaning,

    One phase - 40000/-

    Two phases - 80000/-

    Three phases - 120000/-

    Four phases - 160000/-

    Five phases - 200000/-

    If a member is part of any phase of the old welfare scheme, they can become a member of the new scheme by depositing the remaining phases according to 2050/- per phase.

    The management committee reserves the right to consider increasing or decreasing the amount of assistance for future situations of the scheme.

    Note: Assistance will only commence if the number of scheme members reaches a minimum of 800.
